That's nice and well, but what about the people who don't know how to drive? Should they be allowed on the road?

I don't know, normally the principle is that you only stop people who make disturbances on the road, then you fine them for not having a licence if they don't have any. Thus raising the incentives for people to learn how to drive, or risk getting fined double if they're caught.

Sure, but knowing how to drive doesn't require a license...

Man, we are WAY off topic... or are we? Perhaps these pages are the unlicensed drivers, Foley was trying to get them to drive him home, and they didn't know how to drive stick and got pulled over?
